Data Interoperability Technical Advisor (ID#5173)


New Value Solutions, a national IT consulting company, is seeking a part-time Data Interoperability Technical Advisor to support an initiative aimed at building a secure, connected, and future-ready digital infrastructure. This role will help shape how public services in British Columbia securely exchange and leverage data to deliver more connected, inclusive, and user-centered services.
The advisor will work closely with technical teams, architects, business leaders, and senior executives, providing expert guidance on interoperability frameworks, secure data exchange technologies, and semantic standards. This is an opportunity to directly influence digital transformation at the enterprise scale across multiple government organizations.
Responsibilities:
- Provide expert technical advisory services to guide the design, development, and implementation of enterprise-scale data interoperability solutions.
- Review and advise on technical architecture plans, standards, and documentation.
- Support the development of secure data exchange platforms, including open-source technologies such as X-Road and Kong CE API Gateway.
- Guide the establishment and implementation of authoritative data registers, semantic standards, and related interoperability frameworks.
- Advise on authentication, encryption, and audit logging protocols to ensure secure and privacy-preserving data exchange.
- Identify security vulnerabilities and privacy risks during system design and recommend mitigations.
- Provide strategic input on implementation planning, communications, and change management to support connected services across ministries.
- Deliver briefings to senior executives and support leadership in navigating implementation challenges.
Requirements:
- Proven experience in multi-organizational, public sector data interoperability projects.
- Deep technical expertise with:
- Secure data exchange platforms (e.g., X-Road)
- API gateways (e.g., Kong CE)
- Semantic standards and tools supporting interoperability
- Authoritative data registers architecture and implementation
- Authentication, encryption, and audit logging protocols
- Strong background in strategic advisory services, including the ability to interpret and adapt strategic plans into actionable implementation steps.
- Demonstrated success delivering executive briefings, guiding senior leaders, and shaping digital transformation roadmaps.
- Experience in Canadian government or public sector environments (preferred).
- Excellent communication and stakeholder engagement skills, with the ability to work across business and technical teams.
