TimeNew Value Solutions, a national IT consulting company, is seeking an Enterprise Architect to provide technical and architectural leadership for the design and delivery of provincial digital health platforms.
This role supports end-to-end digital health strategies that enable a connected health system and digitally enabled care across British Columbia. You will collaborate with health authorities, vendors, and system partners to ensure alignment with provincial priorities and deliver scalable, sustainable, and standards‑based interoperability solutions.
Responsibilities:
- Architect FHIR R4 interoperability solutions enabling real-time clinical, diagnostic, and administrative data exchange across EMR, CIS, and registry ecosystems.
- Lead integration across EMR/CIS and diagnostic systems using FHIR RESTful APIs, FHIRcast, SMART on FHIR, and middleware platforms (e.g., BizTalk, MuleSoft, Azure Integration Services).
- Design and guide EMPI/patient identity integrations to ensure accurate, unified patient and provider records.
- Develop and maintain FHIR-based interface patterns aligned with pan‑Canadian specifications, Canada Health Infoway eReferral/eOrder guides, and terminology standards (SNOMED CT, LOINC).
- Provide interoperability architecture oversight and governance across EMR and CIS environments (e.g., Oracle Health/Cerner, Meditech, Telus PS Suite, MOIS, Accuro).
- Implement secure, standards-based integration using Digital Identity platforms, OAuth 2.0, OIDC, and TLS, with ongoing conformance validation and monitoring.
- Support CI/CD pipelines for FHIR integrations using Azure DevOps and GitHub across hybrid cloud environments.
- Collaborate with privacy, governance, and clinical informatics teams to ensure compliance with enterprise, provincial, and national standards (e.g., PIPA, FIPPA, Infoway).
- Maintain enterprise architecture standards, roadmaps, and reference models to guide integration planning and alignment with digital health strategies.
- Perform technical presentations and stakeholder communication to drive alignment and decision-making across diverse teams.
- Other duties as required.
Must-have Requirements:
- 8+ years of development and architecture experience in large enterprise systems.
- Experience delivering within the BC health sector implementing digital referrals and orders services.
- Proven expertise designing and implementing Single Sign-On federation in digital health identity solutions using SMART on FHIR–based authentication, OAuth 2.0, and OIDC.
- Advanced knowledge of digital eReferral platforms, EMR and clinical system interoperability, including HL7, FHIR, CDA, and terminology (SNOMED CT, LOINC).
- Experience applying Canada Health Infoway standards and FHIR implementation guides (including pan‑Canadian FHIR).
- Hands-on integration experience with EMR/CIS systems such as Oracle Health/Cerner, Meditech, Telus PS Suite, MOIS, and Accuro.
Additional Requirements:
- Extensive experience in enterprise architecture within large, complex organizations.
- Skilled in designing secure, scalable integration solutions using RESTful APIs, microservices, and hybrid cloud architectures.
- Knowledge of identity and access management technologies: OAuth2, OIDC, SAML, ADFS, Azure Active Directory.
- Familiarity with FHIRcast and related interoperability protocols.
- Strong analytical, problem-solving, communication skills; able to engage diverse clinical, technical, and governance stakeholders.
- Working knowledge of agile and traditional project delivery methodologies.
