IT Business Systems Analyst/Project Manager (ID#5152)

New Value Solutions, a national IT consulting firm, is seeking a contract IT Business Systems Analyst/Project Manager to support the Business Systems Division on three active projects. The role will be primarily on-site at the head office in Burnaby, BC, with some online collaboration.
The successful candidate will step into complex, in-progress projects and must demonstrate proven experience delivering large-scale IT initiatives. The ideal consultant is comfortable in fast-paced environments, excels at both business analysis and project management, and brings a hands-on, self-starter approach. Strong communication, stakeholder engagement, and problem-solving skills are essential.

Responsibilities:

  • Lead the implementation planning and execution of the Incident Reporting and Investigation System (IRIS) Replacement, ensuring a smooth transition from the previous system.
  • Support the design, requirements gathering, and procurement activities for the Notice of Bylaw Violation (NBV) – Software for Enforcement & Administration Procedures, including preparation of an RFI and subsequent RFP to ensure compliance with regulatory requirements for NBVs and MTI violations.
  • Manage the replacement of the Corporate Climate Action Energy Management Information System, overseeing the RFP process and implementation of a new solution to replace the SoFi software.

Requirements:

  • Proven ability to troubleshoot and resolve complex technical issues.
  • Strong understanding of IT infrastructure and its interdependencies with enterprise, vendor, and custom-built systems.
  • Experience leading large-scale IT implementations, including systems involving both software and hardware components.
  • Solid knowledge of front-end and back-end development practices.
  • Proficient in Azure DevOps and Agile methodologies.
  • Familiarity with PMO processes and business systems planning.
  • Demonstrated ability to manage large-scale projects with minimal supervision.
  • Strong vendor relationship management skills.
  • Experience with RFP and RFI processes in the public sector.
  • PMP, CSM, and CSPO certifications are considered assets.
  • Prior experience in the public sector is a strong asset.
  • Skilled in documenting requirements, preparing business cases, conducting feasibility studies, and analyzing cost-effectiveness.
  • Ability to assess business processes, identify priorities, and propose alternatives.
  • Considerable knowledge of IT trends and developments relevant to public sector work.
  • Exceptional communication skills with the ability to engage constructively in high-stakes environments.
  • Comfortable navigating strong personalities and differing opinions with professionalism and diplomacy.
  • Proven ability to build consensus and maintain effective working relationships across diverse teams.
