New Value Solutions, a national IT consulting company is seeking an experienced Strategic Planning Consultant to lead the development of a comprehensive four-year strategic plan for a public sector organization operating in a highly regulated environment.
This is a high-impact role for a seasoned consultant who excels in working independently, driving strategic initiatives, and engaging diverse stakeholders. The candidate will be responsible for guiding executive leadership and a governing board through a structured strategic planning process, ensuring alignment with organizational goals, operational priorities, and industry best practices.
Responsibilities:
  • Conduct a current state assessment, including a review of existing strategic plans and reports.
  • Perform SWOT analysis and stakeholder interviews to validate the current value proposition.
  • Facilitate strategic workshops with the governing board, leadership team, and key stakeholders.
  • Conduct interviews and surveys with internal and external stakeholders.
  • Develop clear strategic objectives that align with the organization’s mission and vision.
  • Define short-term and long-term goals, ensuring they are measurable and actionable.
  • Establish performance indicators (KPIs) to track progress.
  • Create an implementation roadmap, outlining responsibilities, timelines, and resource allocation.
  • Identify potential risks and mitigation strategies.
  • Develop a change management plan to support adoption across the organization.
  • Design a communication strategy for rolling out the strategic plan to internal and external stakeholders.
  • Prepare a comprehensive strategic plan document with key findings, recommendations, and execution strategies.
  • Present the final strategic plan to leadership and incorporate feedback.
  • Provide an evaluation framework for tracking implementation progress.
  • Offer advisory support during the initial implementation phase (as needed).
Requirements:
  • 10+ years of experience in strategic planning, business consulting, or organizational transformation.
  • Proven experience working with public sector, law enforcement, or government agencies.
  • Strong facilitation and stakeholder engagement skills.
  • Expertise in change management, governance, and performance measurement frameworks.
  • Certifications such as PMP, Prosci Change Management, Agile, or ITIL are an asset.
  • Bachelor’s or Master’s degree in Business, Public Administration, or a related field.
